“The wind is back in Europe’s sails.” That’s how European Commission president Jean-Claude Juncker characterized the state of the 28-nation bloc as it emerges from a decade of economic weakness and political self-doubt. In his annual State of the Union address to the EU Parliament in Strasbourg, Juncker projected an aura of confidence and optimism as economies recover and the challenges of Brexit and populism recede.
