German Chancellor Angela Merkel is due to meet with fellow party leaders in Berlin on Thursday to forge an accord on how to handle a record influx of refugees, as the European Union said the number of people seeking asylum in the bloc may rise to 3 million through 2017.

As Merkel confronts the biggest dispute of her third term, the analysis from the European Commission, the EU’s executive arm, laid bare the immigration challenge facing Europe and its most populous country. The commission assumed that people will continue to arrive at the EU’s borders through the end of next year at the same rate as they have been until the third quarter of this year, with the flow only moderating in 2017.
