President Barack Obama will ask Congress to pass legislation to overhaul federal prison sentences before the end of the year.
The president plans to argue in a speech at an NAACP convention Tuesday in Philadelphia that unduly harsh sentences and enforcement disparities undermine trust in the legal system, according to a White House statement.
