Puerto Rico’s Senate gave preliminary approval to a $9.8 billion budget that reduces spending, beating a June 25 deadline for the chamber to consider legislation before the fiscal year ends.

Lawmakers passed the budget early Thursday. The junk-rated commonwealth needs an approved budget before it can sell as much as $1 billion of tax- and revenue-anticipation notes.
