Hong Kong rejected Jetstar Hong Kong Airways Ltd.’s application for an operating license, ruling that the budget carrier did not comply with legal requirements to have its principal place of business in the city.

Hong Kong’s Air Transport Licensing Authority handed down the ruling Thursday, more than two years after Jetstar Hong Kong first asked for a license to offer low-cost fares from the city to destinations around Asia.
