Chancellor of the Exchequer George Osborne will set out plans to reform Britain’s fiscal framework, formalizing the need to run a surplus in times of plenty to guard against future financial crises.

Osborne will remind an audience of leading banking figures at the Mansion House dinner on Wednesday that government policy will continue to focus on fiscal responsibility, while setting out priorities for the financial industry. Bank of England Governor Mark Carney will also speak at the event, which takes place hours after they publish a review aimed at stamping out market misconduct.
