The average rate on securities in the Bank of America Merrill Lynch Global Broad Market Sovereign Plus Index slid to 1.10 percent as of Monday from 1.33 percent at the end of last year. It touched a record-low 1.08 percent on Feb. 2, based on data from 1996.
