Prime Minister David Cameron underlined his focus on the U.K. general election as he shunned international policy matters and made a domestic political point before talks with European Union leaders in Brussels.

While other heads of government arriving for the two-day summit on Thursday spoke of EU sanctions against Russia over Ukraine and the prospects of a deal with Greece, Cameron gave a statement centered on Wednesday’s budget announcement by Chancellor of the Exchequer George Osborne.
