China, the world’s biggest carbon emitter, is in discussions to determine a top negotiator for climate talks in Paris at the end of this year.

China has yet to make a decision, said Xie Zhenhua, former vice chairman of the National Development and Reform Commission, who led the nation’s climate negotiations in Lima, Peru last year. That meeting ended with a plan for nations to commit to cut emissions as a prelude to a wider climate change accord to be finalized in Paris in December.
