The director of the New York State Thruway Authority resigned yesterday, creating a vacancy for Governor Andrew Cuomo as the operator of the longest U.S. toll road copes with rising debt while replacing a Hudson River crossing.

Tom Madison, who in 2011 was backed by Cuomo, was joined by Chief Financial Officer John Bryan in leaving, according to an e-mail sent to staff by Donna Luh, the vice chairwoman of the authority’s board of directors.
