The European Union will outlaw the sale of some energy exploration equipment to Crimea, seeking to prevent Russia from using the newly annexed Ukrainian peninsula to exploit Black Sea oil and gas deposits, an EU official said.

The curbs, which include bans on the export of transport and telecommunications gear and on package tours and cruises to Crimea, will be finalized tomorrow before the bloc’s leaders meet in Brussels, according to the official, who asked not to be named because the matter is private.
