Measured by legislative accomplishments or public approval, the 112th U.S. Congress comes up short. As a path to getting members re-elected Nov. 6, it will be a success for the vast majority of lawmakers.

When Congress recesses until after the election, lawmakers will leave a pile of unresolved issues. Chief among them are the expiring 2001 and 2003 tax cuts and $1.2 trillion in automatic spending reductions set to begin in January.
