California Attorney General Kamala Harris was asked by an oil marketers group to investigate the legality of transportation fuel suppliers being regulated as part of the state’s cap-and-trade program, the biggest market-based effort to cut emissions in the U.S.
Starting next year, those suppliers will be required to use permits, each allowing the release of a metric ton of carbon dioxide, to cover the emissions released from the combustion of gasoline and diesel. The California Independent Oil Marketers Association, which asked for the investigation, says the system shouldn’t affect independent fuel distributors.
