Oregon County Looks to Break Out of Jail Without Inmates

The $58 million Wapato jail in Portland, Oregon, has been used to film a potato-chip commercial and the offbeat television show “Portlandia.” One thing it has never done is house an inmate.
Officials in Multnomah County, which built the jail with tax-exempt debt, are trying to unload the empty building. In May, they solicited offers and received seven proposals, including one to turn it into a garden. They rejected all of them as unviable.
