Electricite de France SA won’t be compelled to shut reactors and nuclear capacity will be capped at the current level under a law to be unveiled tomorrow, according to energy ministry officials.

While the law will restate a general aim to lower nuclear dependence, it won’t spell out how the world’s biggest atomic generator should go about it, according to the officials, who can’t be named because of ministry policy.
