China to Offer $1.65 Billion in Pollution Rewards, Observer Says

China, the world’s biggest carbon emitter, will offer regional governments 10 billion yuan ($1.65 billion) in cash rewards this year for cutting smog, the Economic Observer reported.

The money will be distributed based on reductions in pollutant emissions and fine-particle concentrations, the report said, citing Zhou Shengxian, China’s minister of environmental protection. The Observer said he spoke at a national work summit yesterday.
