Japan will seek to make its arms industry competitive globally and beef up defense of disputed islands that have fueled tensions with China, according to drafts of a new defense plan and its first National Security Strategy.

The documents will both refer to the need to maintain and strengthen Japan’s weapons industry, according to drafts given to reporters at a ruling Liberal Democratic Party security panel meeting today. Japan will also “consider” whether to revise its self-imposed curbs on arms exports, according to the strategy document.
