Nov. 1 (Bloomberg) -- With President Barack Obama invokingMitt Romney to defend the Patient Protection and Affordable CareAct this week in Boston, it’s worth considering what U.S.health-care policy would look like today if Romney had won thepresidency a year ago. The answer: very different in manyimportant ways, but frustratingly similar in others.

A Democratic Senate would probably have blocked efforts torepeal Obamacare, leaving Romney to halt or reverse the lawthrough executive action. As promised, he would have found a wayto issue waivers from Obamacare to states so that they couldpursue their own health-care reforms.
