EU Is Damned Either Way on Ukraine

Oct. 22 (Bloomberg) -- With little more than a month to gobefore the European Union is due to sign trade and associationagreements with four former Soviet nations, Europe’s leadersface an impossible dilemma over Ukraine.
The EU can sign the deal at a ceremony in the Lithuaniancapital of Vilnius on Nov. 28-29, allowing Ukraine to manipulatethe rules and standards that define the union. Or its membercountries can refuse and risk consigning Ukraine to a futureunder more authoritarian rule and deeper dependency upon Russia.
