April 19 (Bloomberg) -- Several months ago, not long beforethe massacre in Newtown, Connecticut, I asked Dan Gross, thepresident of the Brady Campaign to Prevent Gun Violence, why hisgroup refused to argue for amending the Second Amendment.
Maybe a revision stipulating that only members of organizedstate militias could own firearms. Or maybe spelling out whatsort of citizen should be allowed to have weapons, and what sortof weapons would be legal to possess.
