Outsiders Should Evaluate Teachers as Well as Students

April 3 (Bloomberg) -- The most important determinant ofeducational quality is teacher quality. Yet, as a recent studyof school principals’ permissiveness in teacher evaluations anda cheating scandal in Atlanta show, this performance isdifficult to measure.

The best way forward is to move the evaluation of teachersoutside the schools entirely, with standardized testsadministered by an independent agency. This would besupplemented by classroom assessments based on unobtrusivevideotaping, also judged by outsiders, including teachers’representatives.
