July 29 (Bloomberg) -- In Barbara Tuchman’s classic accountof the outbreak of World War I, “The Guns of August,” neitherGermany nor its adversaries seem to want war in 1914. But theystumble into it anyway. Substitute “default” for “war” and youhave a good idea of where we are in the Great Debt-Limit Crisisof 2011.

After talking to sources in the White House and on CapitolHill this week, I think I have a good idea of how this shouldplay out -- in a rational world.
