Tallinna Sadam, DMSS Plan to Build Oil Refinery in Estonia

AS Tallinna Sadam, the biggest Estonian port operator, and the Ukrainian construction company DMSS plan to build an oil refinery in Paldiski, northern Estonia, to serve the Baltic and Nordic markets.

The plant would have an annual refining capacity of three million tonnes of crude oil in the first stage that will be completed in two years at a cost of about $1.5 billion, according to the declaration of intent signed by the two companies, Tallinna Sadam said in a statement on its website yesterday. The capacity would be doubled at a later stage, the company added.
