USDA Cites Microsoft Leverage in Rejecting Google for E-Mail Bid

The U.S. Department of Agriculture said it chose Microsoft Corp. over Google Inc. for a $27 million cloud-computing project because the agency wanted to leverage existing business arrangements with the software maker.
A two-year review showed that the government would get the best value by using earlier investments in Microsoft Exchange, Outlook and SharePoint to create a new e-mail system, the department said in an e-mailed statement attributed to USDA Chief Information Officer Chris Smith.
