Bolivia plans its first international bond sale in more than 70 years as early as the end of 2011, Finance Minister Luis Arce said.

“It is the best moment for Bolivia,” Arce told reporters after a speech at the Council of the Americas in New York. “We have money, we have opportunities and we have the reputation in the markets.” He didn’t disclose the size of the offering.
