All Is Not Lost in Washington

While you — and Donald Trump — weren’t looking, an odd thing has been happening over on Capitol Hill over the last several weeks: Congress got some work done.

Not all of it, mind you. Congress is supposed to pass all of its spending bills in time for the beginning of the new fiscal year in October. In most recent years, it couldn’t pass even one of these measures on time. But early this year (and several months into the current fiscal year), members agreed on a two-year budget plan, and so far they’ve actually been sticking to it well enough that they’ve made real progress.
