Henares, 53, is the crusading tax commissioner PresidentAquino hired in July 2010 to do something new in thePhilippines: doggedly chase down tax cheats. That includesnational heroes such as boxer Manny Pacquiao. Last month,Henares went toe-to-toe with the world champ, freezing two ofhis bank accounts as she sought to collect $50 million in unpaidtaxes.
