Feb. 5 (Bloomberg) -- Conservatives often point out thatlaws, no matter how benign they may appear, have unintendedconsequences. They can reverberate in ways that not many peopleforesaw and nobody wanted: Raising the minimum wage can increaseunemployment; prohibition can create black markets.
The efforts in many cities to discourage the use of plasticbags demonstrate that such unintended consequences can be, amongother things, kind of gross.
