In the wake of the and killing of a 23-year-old student on a New Delhi bus last month, many in India are behaving as if all can be set right, provided the men guilty of this particular assault are made to pay.

What’s needed instead are reforms to legal and medical procedures for handling rape, as Indian activists have long sought and the country’s highest court has ordered.
