The chief enforcer of Philippine President Rodrigo Duterte’s war on drugs acknowledged the difficulty in halting a surge in methamphetamine imports from China despite a campaign that has claimed thousands of lives.

“We do not guarantee that we will win this war,” Philippine National Police chief Ronald dela Rosa said in an interview in his Manila office Thursday. “Win or lose, at least we have done something to address the problem.”
