The US Navy’s New Battle Plan Is Ambitious — Maybe Too Ambitious

Last week, the Navy released a new strategic document, Fighting Instructions, intended to chart the service’s course for the next decade, if not further. The report, issued by the service’s highest-ranking officer, Chief of Naval Operations Admiral Daryl Caudle, is an ambitious blueprint for the future of maritime security.
