Cuban Spy Base or Not, China Is Looking at the Caribbean
Beijing is probably looking to distract the US with espionage efforts, although Florida offers some juicy targets.

According to credible news articles, Cuba has agreed to host a Chinese electronic eavesdropping facility somewhere on the island, situated only 100 miles from the US coast. After initially denying the reports, the Pentagon now says Beijing has had a surveillance operation in Cuba for several years. The White House says Beijing may be enhancing its capabilities. China says the allegations are false.
Whatever the facts, there is no doubt that China is attempting to increase its influence in the Caribbean. That raises concerns for the US not seen since the height of the Cold War.
