When Housing Is for Locals Only, the Whole Country Suffers
Exclusionary zoning is a prime example of local government gone wrong. Federal and state officials will have to proceed carefully in reforming it.

Separating one from the other will be a daunting task — one that federal and state governments must urgently undertake.
