President Joe Biden’s administration has proved itself remarkably innovative in confronting the Russian invasion of Ukraine. Two lines of policy are especially notable.

One was breaking new ground by releasing a vast amount of U.S. intelligence to pre-empt the Russian disinformation campaign that was to accompany the invasion, thus denying President Vladimir Putin control of the narrative and discrediting Moscow’s claims that the war was forced upon it.
