Replacing Obamacare Will Be a Slog, Not a Race
What Republicans risk with a repeal-and-delay strategy.

In the days since the election, Republicans have realized that they are in a tight spot on Obamacare. They seem to be lurching toward a strategy that will make it tighter.
Republicans have vowed over and over again to repeal and replace the health-care law, but they do not yet have a detailed plan or the votes to enact it. Democrats, meanwhile, remain committed to the law, and there will be at least 48 of them in the new Senate. Unless eight of them defect, they have enough votes to filibuster Republican bills to undo it. Republicans probably do not have the votes to abolish the filibuster.
