How to Stop Courts’ Blockades of Pension Reform

Oct. 17 (Bloomberg) -- One of California’s leadingadvocates for pension reform, San Jose Mayor Chuck Reed, hasbegun an uphill campaign to amend his state’s constitution sothat governments there can make changes to employee retirementplans. If he succeeds with his voter initiative plan, his effortmay spur movements to loosen pension protections in otherstates.
Reed’s effort might also bring clarity to one of the mostconfusing parts of the pension debate -- namely, constitutionallimitations on changing government-employee retirement systems.
