June 29 (Bloomberg) -- In the end, most of the argumentsabout President Barack Obama’s health-care overhaul turned outto be beside the point.

The law’s defenders for the most part argued that Congresscan require people to buy health insurance because theConstitution lets it regulate commerce “among the severalstates.” Their fallback argument was that Congress can imposethe requirement because the Constitution gives it the power tomake “all laws which shall be necessary and proper for carryinginto execution” its regulations.
