May 29 (Bloomberg) -- In a speech two weeks ago, SenatorJohn McCain delivered a blistering assessment of PresidentBarack Obama’s trade policy.

“The United States has been sitting on the sidelines, andAsia is sprinting forward without us,” he said. “After fouryears, this administration still has not concluded or ratified asingle free-trade agreement of its own making.”
