European Central Bank President Christine Lagarde didn’t quite declare an end to interest-rate cuts at her press conference on Thursday, just as Federal Reserve Chair didn’t quite declare an imminent resumption of rate cuts in his Jackson Hole, Wyoming, speech last month.
