Los Angeles is holding out a tin cup to California as the city wrestles with an almost $1 billion budget deficit projected for the next fiscal year. Nearly two dozen California lawmakers sent a letter asking for $1.9 billion in support following a visit to Sacramento by Mayor Karen Bass on Monday.
