The United Arab Emirates has seen one of the world's biggest net inflows of wealthy individuals this past year, and a now a lesser known territory wants in on the action.

Ras Al Khaimah, the UAE's northern-most emirate, is pitching itself as the new haven for billionaires. Central to the push is a $3.9 billion gaming resort planned by Las Vegas-based Wynn Resorts as well as a citizenship-by-investment program.
