Boris Johnson is used to his international diplomacy being overshadowed by domestic scandal.

Standing next to NATO chief Jens Stoltenberg in Brussels in February, the U.K. prime minister had to fend off questions from reporters about rule-breaking parties and whether he would resign. Alongside German leader Olaf Scholz this month, the media was asking him about the family tax affairs of his finance minister, Rishi Sunak.
