The Biden administration rejected Russia’s claims of a troop pullback from Ukraine’s border and said Russia has added as many as 7,000 military personnel to the area. Senior administration officials did not offer evidence to back up their assertion or say what it was based on. Earlier Wednesday, President Joe Biden and German Chancellor Olaf Scholz agreed in a phone call that the Russian military buildup “continued.”
