At 10:45 on a Thursday morning, I stood in a line of people that wrapped around the public library in my neighborhood. It was the fourth day that Montgomery County Public Library was tasked with handing out free Covid test kits, and we watched with anticipation as the staff wheeled out two cardboard boxes of them. They carefully set them out on the table in front of us as some people behind me grew fidgety.
