Kentucky Representative Thomas Massie was driving to the opening of his new campaign office recently when he felt something strange and unfamiliar: a flicker of anxiety.

The office is in suburban Florence, in the northern part of the state, at an intersection of two major roadways. Massie’s campaign had erected a large tent there, in anticipation that a big crowd would flock to hear perhaps the most outspoken and iconoclastic Republican in Congress. But a staffer called to warn him turnout was sparse.
