Dressed in beige shorts and a blue shirt, Viktor Orban’s chief challenger rolled into Debrecen on a scooter and stopped on a patch of grass close to the giant battery plant under construction for China’s Contemporary Amperex Technology Co.

Peter Magyar, the leader of Hungary’s opposition Tisza party, wasn’t in the eastern city to view the €7.3 billion ($8.4 billion) project so much as to make common cause with those who oppose it.
