In a relatively quiet U.S. election year, some ballot questions that voters weighed in on directly could mean big changes for cities. Many referenda on local ballots this year reflect policy ideas coming out of a year of loss and setbacks, protests and racial justice reckoning. They float new ideas, and build on movements that gained traction during the pandemic.
