One of Andy Burnham’s biggest tests in his bid to become UK prime minister is whether he can calm investors who are concerned he would increase public borrowing.

The Greater Manchester mayor, seeking to replace Keir Starmer, used weekend interviews to argue he would manage the public finances responsibly. However, asked separately if Burnham would rule out changing the fiscal rules if he won power, his spokesperson declined to do so.
