A group of US solar manufacturers alleged Tuesday that some overseas panel makers are using production in Ethiopia to evade tariffs on Chinese components.

The US firms, including First Solar, Qcells, Suniva and Talon PV, allege in a filing with the Department of Commerce that two companies are completing China-made solar equipment in Ethiopia. The petition calls for a country-wide trade inquiry as well. They said imports of Ethiopian solar products went from none through June 2025 to $300 million by December.
