Poland’s nationalist President Karol Nawrocki said he wanted to call a referendum on European Union climate policy in a move that’s bound to create fresh tensions with the pro-EU government and with Brussels.

The president will formally request the upper house of parliament to organize a nationwide vote, he said in a video posted on social media on Thursday. Nawrocki wants to ask Poles whether they are “in favor of implementing the EU’s climate policy, which has led to increased costs of living for citizens, higher energy prices, and rising costs for businesses and farmers.”
